The Club of the French Neuroscience Society for the History of the Neurosciences

The Club for the History of the Neurosciences is an official Club of the French Neuroscience Society. The Club collaborates with the Federation of European Neuroscience Societies (FENS). The Club also collaborates on the history of neuroscience with the magazine Cerveau & Psycho (Pour la Science) and with la Lettre des neurosciences on line on the SDN website.

Creation of the Club

A Club for the history of the neurosciences was created by the French Neuroscience Society in December 2005 after a request by Jean-Gaël Barbara and after approval by the Board of Directors. The Club will bring together all neuroscientists who have a special interest in the history of the neurosciences in order to develop interactions with the specialized academic world of historians, epistemologists and philosophers of science. The Club will organise 1-2 annual meetings each year on specific topics such as those previously organised on brain imaging (J. Gayon), the physiology of Sherrington (J.C. Dupont), the histories of memory (J.C. Dupont), the epistemology of the neurosciences (P. Meyrand, F. Clarac), the history of the Marey Institute and the CNRS research centre of Alfred Fessard (J.G. Barbara) and French neurosciences after Second World War (C. Debru). A general assembly was organised in 2006. A symposium was held at the Montpellier colloquium of the French Neuroscience Society (2007). All these meetings analysed from an epistemological and historical point of view the recent trends in the neurosciences and specific periods of its history. Past actors in the field were invited to bring their testimony. Theoretical issues were discussed on the basis of past and present science.

Statutes

Article 1
The club is founded by the members with the present statutes and entitled : Club d’Histoire des Neurosciences (Club for the history of the neurosciences)

Article 2
The Club will encourage meetings, interactions and collaborations between neuroscientists, historians, epistemologists and philosophers interested in the history of the neurosciences

Article 3
The Club will be based at the office of J.G. Barbara, Université Pierre et Marie Curie, Case 14, 7 quai Saint Bernard, 75005, Paris. It may be transferred by a simple decision from the Board of Directors.

Article 4
The duration of the Club is unlimited.

Article 5
All interested parties can be part of the Club either neuroscientists from the French Neuroscience Society or non members (historians, epistemologists, philosophers). People wishing to join the Club are invited to ask jean-gael.barbara@snv.jussieu.fr.

Article 6
The membership of the Club is lost by death, written resignation addressed to the Board of Directors, exclusion for a serious reason by the Board of Directors, after an interview of the member invited by registered letter.

Article 7
The Club may receive donations, funds and other resources allowed by law.

Article 8
The Club is governed by a Board of Directors elected for two years after a general assembly. The board has two neuroscientist members and two historians or epistemologists or philosophers. These members can be reelected. The board of Directors nominates every four years a president representing the Club. He is concerned with correspondence and archives. He writes the records of meetings and assemblies and any notes on the life of the Club.

Article 9
The Board of Directors meets at least once a year on the invitation of the president or members. The decisions are taken with the majority of the voters. In case of division, the vote of the president is dominating. Any member of the committee who, without an excuse, will not have attended three consecutive meetings can be considered as outgoing. Records of the meetings will be made.

Article 10
The Common general assembly is the supreme authority of the Club. It consists of all members, each having a vote. The general assembly takes place at least once a year. Members of the club are invited 15 days before. The agenda is indicated on the invitation. The president, assisted by the members of the committee, chairs the general assemblies and exposes the moral situation of the Club. The votes are made with the absolute majority of the present or represented members. Concerning any modification of the statuses, the required majority is 2/3 of the present or represented members. A present member to the Club can represent a single absent member only. Records of the meetings will be made and signed by the president.

Article 11
Extraordinary General assemblies is competent to modify the statuses and to decide the dissolution or the fusionof the Club. It may be made anytime if need, at the request of half of the registered members, plus one, or at the request of the Board. Members are invited by the president following article 10. Records of the meetings will be made and signed by the president.

Article 12
The Board of directors can establish an internal regulation concerning the administration of the Club, which will be subjected for approval to the general assembly. It concerns all the members of the association.

Article 13
The dissolution is pronounced by the extraordinary general assembly which decides, with the majority of 2/3 of the present or represented members, the conditions of the dissolution and the devolvement of the holdings of the Club.

Letter asking for the creation of the Club to the President of the Société des Neurosciences

Paris, le 20 Octobre 2005,

Cher Président,

Veuillez trouver ci-joint en vue du très prochain Conseil d’Administration de la Société deux demandes concernant le développement de l’Histoire des Neurosciences au sein de la Société des Neurosciences. Comme vous le savez, je me suis engagé à rédiger régulièrement un article d’Histoire des Neurosciences dans la Lettre des Neurosciences en faisant partie du Comité de Rédaction. L’enthousiasme suscité par ces publications et l’émergence de forces nouvelles parmi les jeunes et les moins jeunes dans ce domaine m’ont fait penser qu’un Club serait une belle structure pour susciter de multiples discussions entre neuroscientifiques et historiens, épistémologues et philosophes nombreux à s’intéresser à ces problématiques. Je suis, comme vous pouvez le savoir, neuroscientifique et poursuis un cursus académique de troisième cycle en histoire des sciences en collaboration étroite avec le REHSEIS (UMR7596), Claude Debru, Céline Chérici, David Romand, Jean-Claude Dupont. Cette double appartenance me permet de coordonner les activités des membres sociétaires intéressés par l’histoire des neurosciences et des chercheurs en sciences humaines en vue d’organiser des journées de travail, à l’image de celle prévue le 2 décembre et pour laquelle je vous adresse également une demande de subvention. Toutes ces activités à l’initiative de la Société feraient d’elle un partenaire essentiel dans la communauté internationale d’Histoire des Neurosciences et des liens seront possibles avec l’International Society for the History of the Neurosciences (www.bri.ucla.edu/nha/ishn). Je vous remercie chaleureusement par avance pour l’attention que vous porterez à ces projets. Le Conseil d'Administration de la Société des Neurosciences a examiné votre projet de création du Club Histoire des Neurosciences. J'ai le plaisir de vous informer que ce projet a reçu l'approbation des membres du Conseil. Je vous rappelle les conditions de la vie d'un club au sein de la Société :

Un club scientifique est un regroupement informel de quelques membres de la Société intéressés par un sujet précis. La formation et la vie de ces clubs ne dépendent que de leurs membres et le Conseil d'Administration n'intervient en aucun cas dans leur gestion. Les clubs constituent un moyen très efficace d'animation de la vie scientifique et à ce titre, ils peuvent suggérer des minicolloques ou des thèmes de symposiums pour les manifestations organisées directement par la Société.

Je serais heureux qu'à l'occasion de chaque manifestation formelle ou informelle que vous organisez, le nom de la Société soit associé et que vous nous transmettiez les informations qui permettront de suivre la vie de ces clubs.

Je soutiens naturellement avec le plus grand enthousiasme votre proposition et suis prêt à vous aider dans vos démarches. Vous pouvez utiliser mon nom si cela vous peut être utile. Votre petit texte de présentation me parait clair. Vous avez tout à fait raison de montrer qu'il y a déjà eu des réunions qui ont montré l'intérêt d'une telle proposition. La semaine que nous avions organisé au Château Abadia, l'année dernière avec Pierre Meyrand allait aussi dans ce sens. Très cordialement, François Clarac.

Mon cher Barbara, Bien sûr que je suis intéressé par votre club, d'autant que comme je vous l'ai dit, je préside le Comité HSE (histoire des sciences et épistémologie) à l'Académie. Mes difficultés: je suis de plus en plus pris par l'Académie. En tout cas, cette réserve étant faite, OK. Amitiés, Pierre Buser.

C'est une excellente initiative, qui répond à un réel besoin dans notre pays où l'histoire des sciences est si peu développée. J'adhère donc volontiers au Club, et approuve les objectifs que vous décrivez dans votre texte. Avec mes sentiments les meilleurs, Marc Jeannerod.

Votre proposition m'intéresse évidemment. Je constate d'autre part que vous avez écrit un papier sur l'histoire de l'Institut Marey.
