These exhibitions were used as showcases on the international scale. They allowed each nation to measure at regular intervals the progress made on its own territory. There was strong emulation that verged on rivalry in times when political tensions were exacerbated. It was the case during and after the First World War, when the French and the German were fighting a harsh economic battle.
